‘इज़ आफ लिविंग सर्वे’ में स्थान पाने शहरवासियों की सहभागिता ज़रूरी- कमिश्नर पाण्डेय
बिलासपुर– शहरों में नागरिकों को मिलने वाली सुविधाओं के आंकलन एवं भविष्य के लिए कार्य योजना तैयार करने के उद्देश्य से केंद्रीय आवासन एवं शहरी विकास मंत्रालय भारत सरकार द्वारा देश भर में इज़ आफ लिविंग इंडेक्स सर्वे कराया जा रहा है। जो 1 फरवरी से 29 फरवरी तक चलेगा, इस सर्वे में नागरिक अपना फीडबैक भी दे सकते हैं। इस बात की जानकारी स्थानीय प्रेस-क्लब में आयोजित पत्रकार वार्ता में नगर पालिक निगम कमिश्नर एवं स्मार्ट सिटी के एमडी प्रभाकर पाण्डेय ने दी।
प्रेस-क्लब में आयोजित पत्रकार वार्ता को संबोधित करते हुए एमडी शपाण्डेय ने बताया, कि इस सर्वे में देशभर के स्मार्ट सिटी शामिल होंगे। इस बार सर्वेक्षण के तहत शहर का हर नागरिक जीवन सुगमता सूचकांक के निर्धारण के लिए अपने शहर में उपलब्ध सुविधाओं व सेवाओं के संबंध में अपना फीडबैक दे सकेगा। इस सर्वे के उद्देश्य पर प्रकाश डालते हुए एमडी श्री पाण्डेय ने बताया, कि इज आफ लिविंग सर्वे का उद्देश्य शहरों में आमजन के लिए उपलब्ध सुविधाओं के बारे जानकारी लेना तथा इस सर्वे के बाद जारी परिणाम और उससे प्राप्त डाटा के विश्लेषण के आधार पर भविष्य के लिए कार्य योजना तैयार करना है। ताकि आमजन का जीवन स्तर उठा सकें और मूलभूत सुविधाओं का विस्तार किया जा सके। गुणवत्तापूर्ण जीवन, आर्थिक क्षमता और शहर की व्यवस्थाओं की स्थिरता, इन बिंदुओं पर जीवन उपयोगी बुनियादी सुविधाओं के स्तर का निर्धारण कर रैंकिंग की घोषणा भारत सरकार करेगी। जिसमें गुणवत्तापूर्ण जीवन के लिए 35 प्रतिशत नंबर, आर्थिक क्षमता के लिए 15 प्रतिशत नंबर और शहरी व्यवस्था के स्थिरता के लिए 20 प्रतिशत नंबर और नागरिकों के फीडबैक पर 30 प्रतिशत नंबर निर्धारित है। सर्वेक्षण में इन बिंदुओं के अंतर्गत गवर्नेंस, शिक्षा, स्वास्थ्य, स्वच्छता, सुरक्षा, आर्थिक स्थिति व रोजगार, आवासों की उपलब्धता, अबाधित विद्युत आपूर्ति, शहरी परिवहन, प्रदूषण में कमी,सड़क,हरियाली,जैसे तत्व शामिल है। ज्ञात है की इज अफ लिविंग इंडेक्स के गत वर्ष के सर्वेक्षण में बिलासपुर शहर को देश में 13 वां स्थान प्राप्त हुआ था।
1 से 29 फरवरी तक दें सकेंगे अपना फीडबैक
शहर के नागरिक इसके लिए अपना फीडबैक 1फरवरी से 29 फरवरी तक दें सकेंगे, फीडबैक देने के लिए नागरिकों को लगाए जाने वाले बैनर, पोस्टर और सोशल मीडिया पेज़ में अंकित क्यू आर कोड से स्कैन करके दिए गए सवालों का जवाब देना है और दूसरा तरीका यह है की केंद्र शासन द्वारा जारी लिंक https://eol2019.org/CitizenFeedback%2 में जाकर अपना फीडबैक दे सकते हैं। इसमें शासन द्वारा कुछ सवाल होंगे जिसका जवाब देने के बाद जमा कर देने से प्रक्रिया पूर्ण हो जाएगी।
नागरिकों के सहभागिता की अपील
शहर के नागरिकों से इज़ आफ लिविंग इंडेक्स सर्वे में फीडबैक देने की अपील करते हुए कमिश्नर एवं एमडी प्रभाकर पाण्डेय ने कहा, कि यह सर्वे नागरिकों के सहभागिता के बगैर संभव नहीं है, इसलिए बिलासपुर के नागरिक इस सर्वे में अपनी अधिक से अधिक संख्या में सहभागिता अर्पित करते हुए “हमर बिलासपुर” को नंबर वन बनाएं।
बैनर-पोस्टर से लेकर सोशल मीडिया में भी दी जाएगी जानकारी
आमजन को इस सर्वे के प्रति जानकारी देने शहर भर में होर्डिंग और पोस्टर वितरित किया जाएगा। इसके अलावा शहर के अलग-अलग स्थानों में जाकर पोस्टर के माध्यम से आमजन को जागरूक किया जाएगा। बिलासपुर स्मार्ट सिटी के पेज़ के ज़रिए भी सोशल मीडिया में इस सर्वें की जानकारी दी जाएगी और साथ में लोगों को फीडबैक देने अपील भी की जाएगी।
