“इलेक्टोरल बॉन्ड” पर प्रेस क्लब का “एक संवाद” कार्यक्रम, दिल्ली के वरिष्ठ पत्रकार नितिन सेठी ने किए चौंकाने वाले खुलासे

बिलासपुर– “इलेक्टोरल बांड चुनाव सुधार या घोटाला” विषय पर दिल्ली के वरिष्ठ पत्रकार नितिन सेठी का “एक संवाद” कार्यक्रम बिलासपुर प्रेस क्लब द्वारा गुरुवार को आयोजित किया गया। है, सीएमडी चौक के आईएमए भवन इस कार्यक्रम में नितिन सेठी ने विषय पर विस्तार से अपनी बात रखी, फिर हॉल में उपस्थित वरिष्ठ पत्रकार व शहर के प्रबुद्ध लोगों ने उनसे सवाल पूछे।

कार्यक्रम की शुरुआत मां सरस्वती के चित्र पर माल्यार्पण और पूजा अर्चना से हुई, जिसके बाद प्रेस क्लब के अध्यक्ष तिलकराज सलूजा ने स्वागत भाषण के साथ इलेक्ट्रोरल बांड की आवश्यकता क्यों पड़ी इस बारे में अपनी बात रखी।

जिसके बाद हरिभूमि के संपादक प्रवीण शुक्ला ने कहा, कि इलेक्टोरल बांड की आवश्यकता नहीं थी। यह एक ऐसा चंदा है, जिसे लेकर राजनीतिक पार्टी नहीं चाहती, कि आम नागरिक को जानकारी हो, कि कौन सी कंपनी किस पार्टी को कितना चंदा देती है, पत्रकार नितिन सेठी के सफल प्रयासों से सुप्रीम कोर्ट द्वारा पारित आदेश से यह संभव हो सका, कि आम नागरिकों को यह जानकारी प्राप्त हो सकी है।

वरिष्ठ पत्रकार सतीश जायसवाल ने कहा, कि साल 2014 के बाद के वर्षों में जो उथल-पुथल हुई है, जिसकी जानकारी आम लोगों नहीं थी। इस जटिल विषय पर यह पर चर्चा आयोजित की गई उसके लिए प्रेस क्लब को बधाई दी।


वरिष्ठ पत्रकार बजरंग केडिया ने आयोजन की सराहना करते हुए कहा, कि स्वतंत्रता के बाद से चुनाव में की भ्रष्टाचार की बातें सामने आती रही है, जो बढ़ता ही गया, उद्योग और राजनेताओं में सामंजस्य विस्मयकारी है, पंच सरपंच चुनाव में स्थानीय स्तर पर भी भ्रष्टाचार सर्वविदित है।

हाईकोर्ट के वरिष्ठ अधिवक्ता सुदीप श्रीवास्तव ने दिल्ली के वरिष्ठ पत्रकार नितिन सेठी का परिचय दिया, उन्होंने बताया, कि मूलतः पर्यावरण पत्रकार नितिन सेठी धीरे धीरे खोजी पत्रकार बन गए। पत्रकारिता के क्षेत्र में प्रतिष्ठित प्रेम भाटिया अवार्ड से सम्मानित नितिन सेठी पूर्व में पर्यावरण और विज्ञान की पत्रिका डाउन टू अर्थ से जुड़े रहे 2010 में उन्होंने पर्यावरण संपादक के रूप में टाइम्स ऑफ इंडिया को अपनी सेवाएं देना प्रारंभ किया, 2013-14 में हिंदू अखबार के साथ और बाद में बिजनेस स्टैंडर्ड के साथ काम करते हुए वे इन्वेस्टिगेटिव एडिटर के रूप में सक्रिय रहे, कुछ समय उन्होंने स्क्रोल ऑफिस पोस्ट वेबसाइट के लिए भी कार्य किया।

रेलवे टिकट जैसे करोड़ों लोगों से जुड़ा विषय गिने-चुने पत्रकार आकर्षक बहस को छोड़कर बड़े विषयों में केंद्रित हुए हैं, कोल घोटाले जैसे बड़े मुद्दों पर भी कार्य किए हैं, इलेक्टोरल घोटाले पर वर्तमान में सुप्रीम कोर्ट में मामला लंबित है, जिस पर ऐसे पत्रकार नजर बनाए हुए हैं।

मुख्य वक्ता वरिष्ठ पत्रकार नितिन सेठी ने कहा, राजनीतिक पार्टियां 2017 से पहले 20000 से कम पैसा नगद लेते थे, और ऊपर की राशि डीडी के द्वारा लिया जाता था, 2017 तक 60% पैसा बीजेपी को आता था, 40 % कॉन्ग्रेस ने दिखाई थी। इलेक्टोरल बांड के तहत राजनीतिक दलों चंदा दिए जाने का कानून और योजना बनाई गई थी उस वक्त यह कहा गया था, कि ₹20000 से अधिक का कोई भी चुनावी चंदा पूरी तरह पारदर्शी रूप से अब राजनीतिक दलों को दिया जा सकेगा, हालांकि इस स्कीम में चंदा देने वाले का नाम गुप्त रखे जाने का प्रावधान है अर्थात किसी राजनीतिक दल को किसी व्यक्ति या औद्योगिक समूह के चंदा दिया है, उसके बारे में जानकारी जनसामान्य के पास उपलब्ध नहीं होगी, इस कारण ही इस योजना का विरोध भी किया गया विगत 5 वर्षों में राजनीतिक दलों को जो लगभग 625 करोड़ का चंदा दिया गया। आरटीआई में मिली जानकारी के हिसाब से लगभग 50% रकम सत्ताधारी दल भारतीय जनता पार्टी के पास गई।

2017 में मोदी सरकार ने रिजर्व बैंक को पत्र लिखकर इस बारे में राय मांगी, तो शनिवार, रविवार होते हुए भी रिजर्व बैंक ने अर्जेंट में पत्र लिखकर ऐसा करने से मना कर दिया। लेकिन सरकार ने जवाब को लेट बताते हुए, इसे लागू कर दिया, और कहा कि इलेक्टोरल बांड गोपनी रहेगा, और कौन किस को पैसा दे रहा है, यह नहीं बताया जा सकता। इसके बाद कंपनी जितना चाहे उतना पैसा चुनावी चंदे के लिए दे सकते हैं, और नाम की बाध्यता भी समाप्त कर दी गई, इलेक्टोरल बांड द्वारा दिया गया चंदा अब वैध हो गया।

इलेक्ट्रोरल बांड से जुड़ी खास बातें-

1. यह लोकसभा से पारित हुआ, राज्यसभा में परीक्षण नहीं कराया गया।

2. इलेक्टोरल बांड के लिए स्टेट बैंक द्वारा भी मना किया गया, बैंक ने कहा, यह प्रक्रिया उचित नहीं है, वाउचर नंबर डालकर जारी करने की शर्त रखी गई जो नहीं मानी गई। सरकार द्वारा नंबर को अपने हित में जानने की बाध्यता की गई।

3. मई 2019 तक 625 हजार करोड़ रुपए के इलेक्टोरल बांड के जारी हुए।

4. 2018-19 तक इलेक्टोरल बांड का 60% बीजेपी को प्राप्त हुआ।

5. बॉन्ड की छपाई औए गोपनीयता का कमीशन टेक्स पटाने वाले आम नागरिकों से लिया जा रहा है।

6. इलेक्टोरल बांड का कांग्रेस, लेफ्ट, अकाली दल समेत कई दलों ने विरोध किया, लेकिन भाजपा ने समर्थन में कहा, कि गांव गांव से लोग पार्टी को चंदा देना चाहते हैं, जिसकी वजह से ऐसा किया जा रहा है, लोग ₹10 से 10 करोड़ तक की राशि का चंदा दे सकते हैं, और इसी आधार पर एक हजार, दस हजार, एक लाख से लेकर दस करोड़ तक के इलेक्टोरल बांड जारी किए गए, लेकिन 90% पैसा एक लाख से 10 करोड़ तक के बांड से आया है।

7. लोकसभा में आरबीआई द्वारा पत्र की जानकारी देने से इनकार कर दिया गया बाद में कहा गया कि पत्र खो गया था।

कार्यक्रम का मंच संचालन और आभार प्रदर्शन प्रेस क्लब सचिव वीरेंद्र गहवई ने किया।
