‘न्याय योजना’ की हुईं शुरुआत.. किसानों के खाते में ऑनलाइन ट्रान्सफर होगा 1500 करोड़..

रायपुर– पूर्व प्रधानमंत्री स्व. राजीव गांधी के शहादत दिवस आज 21 मई को ‘न्याय योजना’ का आगाज हुआ। मुख्यमंत्री भूपेश बघेल ने राजीव गांधी के चित्र पर पुष्पांजलि कर कार्यक्रम की शुरुआत हुई। कार्यक्रम में वीडियो कांफ्रेसिग के जरिये सोनिया गाँधी और राहुल गाँधी भी जुड़े। मुख्यमंत्री ने बताया कि इस योजन के तहत भूमिहीन किसानों को फायदा होगा। इस योजना के तहत प्रदेश के 19 लाख किसानों को सीधे तौर पर बैंक खातों में राशि ट्रांसफर कर 5700 करोड़ रूपए की राहत दी जाएगी। आज किसानों को दी जाने वाली 5700 करोड़ रूपए की राशि में से प्रथम किश्त के रूप में 1500 करोड़ रूपए की राशि के किसानों के खातों में ऑनलाईन ट्रांसफर की जाएगी।

कार्यक्रम में जिलों से सांसद, विधायक, अन्य जनप्रतिनिधि, किसान और विभिन्न योजनाओं के हितग्राही भी वीडियो कांफ्रेसिंग से जुड़ें हैं।

इस योजना का उद्देश्य फसल उत्पादन को प्रोत्साहित करना और किसानों को उनकी उपज का सही दाम दिलाना है।

इस अवसर पर जिला मुख्यालयों में उपस्थित योजना के हितग्राहियों के साथ ही महिला स्व-सहायता समूहों के सदस्यों, महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना और लघु वनोपज के हितग्राही तथा गन्ना और मक्का उत्पादक किसानों से वीडियो कांफ्रेसिंग से जरिए चर्चा भी की जाएगी।

छत्तीसगढ़ सरकार द्वारा ग्रामीण अर्थव्यवस्था को गति देने तथा कृषि के क्षेत्र में रोजगार के नए अवसर सृजित करने लिए यह महत्वाकांक्षी योजना लागू की जा रही है। इस योजना से न केवल प्रदेश में फसल उत्पादन को बढ़ावा मिलेगा बल्कि किसानों को उनकी उपज का सही दाम भी मिलेगा। इस योजना के तहत प्रदेश के 19 लाख किसानों को 5700 करोड़ रूपए की राशि चार किश्तों में सीधे उनके खातों में अंतरित की जाएगी। यह योजना किसानों को खेती-किसानी के लिए प्रोत्साहित करने की देश में अपने तरह की एक बड़ी योजना है।

इस योजना में धान फसल के लिए 18 लाख 34 हजार 834 किसानो को प्रथम किश्त के रूप में 1500 करोड़ रूपए की राशि प्रदान की जाएगी। योजना से प्रदेश के 9 लाख 53 हजार 706 सीमांत कृषक, 5 लाख 60 हजार 284 लघु कृषक और 3 लाख 20 हजार 844 बड़े किसान लाभान्वित होंगें। इसी तरह गन्ना फसल के लिए पेराई वर्ष 2019-20 में सहकारी कारखाना द्वारा क्रय किए गए गन्ना की मात्रा के आधार पर एफआरपी राशि 261 रूपए प्रति क्विंटल और प्रोत्साहन एवं आदान सहायता राशि 93.75 रूपए प्रति क्विंटल अर्थात अधिकतम 355 रूपए प्रति क्विंटल की दर से भुगतान किया जाएगा। इसके तहत प्रदेश के 34 हजार 637 किसानों को 73 करोड़ 55 लाख रूपए चार किश्तों में मिलेगा। जिसमें प्रथम किश्त 18.43 करोड़ रूपए की राशि 21 मई को अंतरित की जाएगी। छत्तीसगढ़ सरकार द्वारा इसके साथ ही वर्ष 2018-19 में सहकारी शक्कर कारखानों के माध्यम से खरीदे गए गन्ना की मात्रा के आधार पर 50 रूपए प्रति क्विंटल की दर से प्रोत्साहन राशि (बकाया बोनस) भी प्रदान करने जा रही है। इसके तहत प्रदेश के 24 हजार 414 किसानों को 10 करोड़ 27 लाख रूपए राशि दी जाएगी। राज्य सरकार ने इस योजना के तहत खरीफ 2019 में सहकारी समिति, लैम्पस के माध्यम से उपार्जित मक्का फसल के किसानों को भी लाभ देने का निर्णय लिया है। मक्का फसल के आकड़े लिए जा रहे हैं, जिसके आधार पर आगामी किश्त में उनको भुगतान किया जाएगा। इस योजना में राज्य सरकार ने खरीफ 2020 से इसमें धान, मक्का, सोयाबीन, मूंगफली, तिल, अरहर, मूंग, उड़द, कुल्थी, रामतिल, कोदो, कोटकी तथा रबी में गन्ना फसल को शामिल किया है।

सरकार ने यह भी कहा है कि अनुदान लेने वाला किसान यदि गत वर्ष धान की फसल लेता है और इस साल धान के स्थान पर योजना में शामिल अन्य फसल लेता हैं तो ऐसी स्थिति में उन्हें प्रति एकड़ अतिरिक्त सहायता दी जायेगी। छत्तीसगढ़ सरकार द्वारा प्रदेश की अर्थव्यवस्था को गतिशील और मजबूत बनाने के लिए लॉकडाउन जैसे संकट के समय में किसानों को फसल बीमा और प्रधानमंत्री किसान सम्मान योजना के तहत 900 करोड़ की राशि उनके खातों में अंतरित की गई है। मुख्यमंत्री श्री भूपेश बघेल के नेतृत्व में राज्य सरकार द्वारा इसके पहले लगभग 18 लाख किसानों का 8800 करोड़ रूपए का कर्ज माफ किया गया है साथ ही कृषि भूमि अर्जन पर चार गुना मुआवजा, सिंचाई कर माफी जैसे कदम उठाकर किसानों को राहत पहुंचाई गई है।
