बिल्हा सीईओ ने भ्रष्टाचार की जांच के आदेश दिए.. तो प्रकट हुए कथरी ओढ़ के घी खाने वाले..

बिलासपुर– बिल्हा जनपद पंचायत में फर्जी आहरण का मामला तूल पकड़ता जा रहा है। मामले की जांच कर दोषी पर कार्रवाई की बजाय मामले का खुलासा करने वाले सीईओ को हटाने जनप्रतिनिधि और कुछ अफसरों की जुगलबंदी कर ली है। यहां अधिकारी और जनप्रतिनिधियों घमासान मचा है।

15 साल तक मलाई खाने वाले बिल्हा जनपद के नेता 1 साल में इतने कसमसा गए हैं, कि जिला पंचायत के कुछ प्रशासनिक व संविदा अधिकारी से जुगलबंदी कर एकजुट होकर फिर पुराने दिनों की वापसी चाह रहे हैं। 2015 से बंद हो चुकी बीआरजीएफ योजना की राशि को डकारने में अग्रणी अधिकारी जनप्रतिनिधि अभी भी ताक लगाए बैठे हैं, कि कैसे वर्तमान सीईओ वर्मा को बिल्हा से निकाला जाए और सब मिल बैठकर दोबारा मलाई खाएं।

क्या है मामला

मामले की शुरुआत ₹590 को ₹500590 में बदलकर आहरित करने वाले एक कलर्क के कारनामे के खुलासे से शुरू हुआ, जब बिल्हा सीईओ ने इसकी जांच करने आदेश दिये, तो 15 साल तक बिल्हा जनपद को अपना चारागाह बना ऐश करने वाला गिरोह तिलमिला उठा, और एन केन प्रकारेण कलेक्टर व जिला पंचायत सीईओ के माध्यम से अब इन्होंने बिल्हा सीईओ हटाने को हटाने की मुहिम छेड़ रखी है।

शुरू हुआ लेटरबाजी का खेल

देखिये यहां कैसा अजीब खेल चल रहा.. बिल्हा सीईओ प्रशासनिक जांच में मनरेगा के संविदा अधिकारी पवन द्विवेदी को पत्र लिखकर जवाब मांगते हैं। जवाब में जनपद उपाध्यक्ष बिल्हा सीईओ पर मानहानि का दावा पत्र अपने लेटर हेड में कलेक्टर और जिला पंचायत सीईओ को पत्र प्रेषित करते हैं। आप समझ ही रहे होंगे.. ‘चोट कहीं और लगी, तो दर्द किसी और जगह पर क्यों होने लगी’..

जनपद अध्यक्ष का गजब कारनामा

बिल्हा जनपद के अध्यक्ष ने भी गजब कारनामा कर दिखाया, उनके नाम का बिना क्रमांक व दिनांक वाला पत्र प्रकट हुआ, वो भी बिल्हा सीईओ पर कार्रवाई की मांग करते हुए उन्हें हटाने वाला.. जबकि इस फर्जी आहरण प्रकरण पर अध्यक्ष को स्वयं ही गंभीरता से सभी सदस्यों से चर्चा कर निष्पक्ष जांच कराने पहल करनी थी, और सीईओ के साथ मिलकर जांच की दिशा तय करना चाहिए था।

अधिकारियों की मिलीभगत

संविदा मनरेगा अधिकारी पवन द्विवेदी का स्थानांतरण मरवाही से बिल्हा हो जाता है, और फिर शुरू होता है, गिरोह के साथ मिलकर खेल.. बिल्हा जनपद में भ्रष्टाचार के खेल की जड़ें अनंत हैं। फाइल में जाएंगे तो आपको गजब का भ्रष्टाचार के खेल के तरीके देखने और सुनने को मिलेगी।
अरे हां.. जांच के आदेश हैं.. पर जांच की परम्परा से तो आप भलीभांति परिचित हैं।

आखिर इतनी जोर आजमाइश क्यों

आप सोच रहे होंगे भ्रष्टाचार रोकने जांच के आदेश पर हंगामा क्यों बरपा है। दरअसल इसकी जड़ें खुद को जनपद का कर्ताधर्ता समझने वाले बाहुबली तक जुड़ी हैं, जांच हुई तो करोड़ों की गड़बड़ी उजागर होगी। इसीलिए जब सीईओ ने गलत कार्य पर सख्ती की बात कही, तो बाहुबली अपना दिव्य अस्त्र लेकर प्रकट होने लगे, और सीईओ को हटाने पूरा गिरोह साम दाम दंड भेद के साथ भीड़ गया है। ताकि यहां पहले जैसा माहौल बन जाए और वे कथरी ओढ़े धी खाते रहें।
