रायपुर- छत्तीसगढ़ राज्य विद्युत नियामक आयोग ने प्रदेश में बगैर कटौती के बिजली आपूर्ति किए जाने के संबंध में एक नियम लागू किया है। इसी नियम के आधार पर क्वालिटी के साथ बिना कटौती के बिजली आपूर्ति उपभोक्ताओं को की जाएगी।
विद्युत अधिनियम, 2003 में उपभोक्ताओं को गुणवत्तायुक्त तथा बिना कटौती के विद्युत आपूर्ति सुनिश्चित करने का लक्ष्य रखा गया है। इसकी पूर्ति हेतु राज्य विद्युत नियामक आयोग को गुणवत्ता का मापदण्ड निर्धारित करने का दायित्व सौंपा गया है।
इसी अनुक्रम में छत्तीसगढ़ विद्युत नियामक आयोग द्वारा वर्ष 2006 में नियम लागू किया गया था, लेकिन उसमें कटौती रहित विद्युत प्रदाय के लिए मापदण्ड तथा उसका पालन नहीं होने की स्थिति में उपभोक्ताओं को दी जाने वाली क्षतिपूर्ति का प्रावधान शामिल नहीं था। इसे ध्यान में रखते हुए पुराने नियम के स्थान पर आयोग द्वारा मई 2020 में छत्तीसगढ़ राज्य विद्युत नियामक आयोग (विद्युत वितरण निष्पादन हेतु मानक) विनियम, 2020 अधिसूचित किया गया है। नये नियमों के अधीन विद्युत प्रदाय कम्पनियों द्वारा विद्युत आपूर्ति बंद होने की मासिक अधिकतम समयावधि तथा प्रत्येक बार विद्युत प्रदाय बंद होने की अधिकतम समय-सीमा निर्धारित किय गया है। इसके साथ-साथ इन मापदण्डों के उल्लंघन की स्थिति में उपभोक्ताओं को दी जाने वाली आर्थिक क्षतिपूर्ति का भी प्रावधान रखा गया है। आयोग द्वारा पहली बार उपरोक्त नियम के अनुसार प्रत्येक विद्युत वितरण लाइसेंसी को गुणवत्तायुक्त विद्युत प्रदाय हेतु निर्धारित सूचकांक का पालन सुनिश्चित करना होगा।
इन मापदण्डों के अनुसार 10 लाख तथा उससे अधिक जनसंख्या वाले शहरों के लिए अप्रैल से जून की अवधि में किसी भी माह में 10 घंटे से अधिक विद्युत प्रदाय बंद होने की स्थिति में वितरण कम्पनी द्वारा उपभोक्ताओं को आर्थिक क्षतिपूर्ति देना होगा। इन्हीं माहों में अन्य नगरीय तथा ग्रामीण क्षेत्रों के लिए यह सीमा 20 घंटे रखा गया है।
जुलाई से मार्च की अवधि में 10 लाख तथा उससे अधिक जनसंख्या वाले शहरों के लिए किसी भी माह में 6 घंटे, अन्य नगरीय क्षेत्रों में 15 घंटे तथा ग्रामीण क्षेत्रों में 20 घंटे से अधिक विद्युत प्रदाय बंद होने की स्थिति में उपभोक्ताओं को क्षतिपूर्ति देना होगा।
इसी प्रकार विभिन्न प्रकार के विद्युत सेवाओं के लिए भी गुणवत्ता के मापदण्डों तथा इन मापदण्डों के पालन न होने की स्थिति में उपभोक्ताओं को दी जाने वाली आर्थिक क्षतिपूर्ति का प्रावधान किया गया है। विद्युत प्रदाय बंद होने पर उसे चालू करने के लिए षहरी क्षेत्रों में अधिकतम 4 घंटे एवं ग्रामीण क्षेत्रों में 24 घंटे की समय-सीमा निर्धारित किया गया है। इसके पालन न होने की स्थिति में वितरण कम्पनी को प्रति घंटा रू.5/- की दर से क्षतिपूर्ति देना होगा। इसी प्रकार लाइन में सामान्य खराबी के लिए क्रमश: 6 घंटे तथा 12 घंटे, ट्रांसफार्मर में खराबी के लिए 24 घंटे तथा 5 दिन, मीटर जलने की स्थिति में नये मीटर लगाने के लिए क्रमश: 8 घंटा एवं 2 दिन एवं इसका पालन न होने पर वितरण कम्पनी को उपभोक्ताओं को रू.50/- प्रति दिन के हिसाब से भुगतान करना होगा। नये घरेलू कनेक्शन के लिए समय-सीमा का पालन न करने की स्थिति में वितरण कम्पनी को उपभोक्ताओं को रू.50/- प्रतिदिन के हिसाब से क्षतिपूर्ति राशि देना होगा।
उपरोक्त व्यवस्था से विद्युत वितरण कम्पनी के कार्यप्रणाली में सुधार होगा तथा उपभोक्ता के प्रति जबावदेही बढ़ेगी। विद्युत प्रदाय की गुणवत्ता तथा उपभोक्ताओं को गुणवत्तायुक्त तथा निर्बाध विद्युत आपूर्ति सुनिश्चित करने के लिए इस प्रकार के नियम लागू करने वाला छत्तीसगढ़ भारतवर्ष का एकमात्र राज्य है।
