मनरेगा में छत्तीसगढ़ देश में अव्वल.. सीएम और सिंहदेव ने अफसरों-पंचायतों की थपथपाई पीठ..
रायपुर– मनरेगा (महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना) के विभिन्न मानकों पर लॉक-डाउन के बावजूद छत्तीसगढ़ का उत्कृष्ट प्रदर्शन जारी है। मुख्यमंत्री भूपेश बघेल के निर्देश पर चालू वित्तीय वर्ष 2020-21 के शुरूआती दो महीनों में ही प्रदेश ने साल भर के लक्ष्य का 37 फीसदी काम पूरा कर लिया है। इस वर्ष अप्रैल और मई माह के लिए निर्धारित लक्ष्य के विरूद्ध प्रदेश में 175 प्रतिशत काम हुआ है। इन दोनों मामलों में छत्तीसगढ़ देश में सर्वोच्च स्थान पर है। दो माह के भीतर सर्वाधिक परिवारों को 100 दिनों का रोजगार उपलब्ध कराने में छत्तीसगढ़ दूसरे स्थान पर है। यहां 1996 परिवारों को 100 दिनों का रोजगार दिया जा चुका है।
चालू वित्तीय वर्ष में अब तक पांच करोड़ तीन लाख 37 हजार मानव दिवस रोजगार का सृजन कर 25 लाख 97 हजार ग्रामीण श्रमिकों को काम उपलब्ध कराया गया है। इस दौरान 1114 करोड़ 27 लाख रूपए का मजदूरी भुगतान भी किया गया है। कोविड-19 का संक्रमण रोकने लागू देशव्यापी लॉक-डाउन के बावजूद प्रदेश में ग्रामीण अर्थव्यवस्था को गतिशील बनाए रखने में मनरेगा के अंतर्गत व्यापक स्तर पर शुरू किए कार्यों की महत्वपूर्ण भूमिका रही है। विपरीत परिस्थितियों में इसने आर्थिक रूप से कमजोर वर्गों को रोजी-रोटी की चिंता से मुक्त करने के साथ ही ग्रामीण अर्थव्यवस्था को मजबूती दी है।
मुख्यमंत्री भूपेश बघेल और पंचायत एवं ग्रामीण विकास मंत्री टी.एस. सिंहदेव ने लॉक-डाउन के दौरान मनरेगा में उत्कृष्ट कार्यों के लिए पंचायत प्रतिनिधियों और मैदानी अधिकारियों की पीठ थपथपाई है। उन्होंने प्रदेश भर में सक्रियता एवं तत्परता से किए गए कार्यों की सराहना करते हुए सरपंचों, मनरेगा की राज्य इकाई तथा जिला एवं जनपद पंचायतों की टीम को बधाई दी है। उन्होंने कहा कि कोरोना वायरस संक्रमण के खतरे की चुनौतीपूर्ण परिस्थितियों के बीच यह बड़ी उपलब्धि है। उनकी कोशिशों से कोविड-19 से बचाव और लाखों लोगों को रोजगार मिलने के साथ ही बड़ी संख्या में आजीविकामूलक सामुदायिक एवं निजी परिसंपत्तियों का निर्माण हुआ है।
केन्द्रीय ग्रामीण विकास मंत्रालय द्वारा मनरेगा के अंतर्गत चालू वित्तीय वर्ष के प्रथम दो महीनों अप्रैल और मई के लिए दो करोड़ 88 लाख 14 हजार मानव दिवस रोजगार सृजन का लक्ष्य रखा गया था। इसके विरूद्ध प्रदेश ने पांच करोड़ तीन लाख 37 हजार मानव दिवस रोजगार का सृजन कर 175 प्रतिशत उपलब्धि हासिल की है। यह इस वर्ष के लिए निर्धारित कुल लेबर बजट साढ़े तेरह करोड़ मानव दिवस का 37 प्रतिशत है। चालू वित्तीय वर्ष में अब तक 1996 परिवारों को 100 दिनों का रोजगार उपलब्ध कराया गया है। मनरेगा में प्रदेश में प्रति परिवार औसत 23 दिनों का रोजगार प्रदान किया गया है, जबकि इसका राष्ट्रीय औसत 16 दिन है। इस मामले में छत्तीसगढ़ पूरे देश में शीर्ष पर है।
प्रदेश में मनरेगा श्रमिकों को समयबद्ध मजदूरी भुगतान के लिए मस्टर रोल बंद होने के आठ दिनों के भीतर द्वितीय हस्ताक्षर कर 98 प्रतिशत फण्ड ट्रांसफर ऑर्डर जारी कर दिए गए हैं। बीते अप्रैल और मई महीने के दौरान कुल 1114 करोड़ 27 लाख रुपए का मजदूरी भुगतान श्रमिकों के खातों में किया गया है। कोविड-19 के चलते विपरीत परिस्थितियों में श्रमिकों के हाथों में राशि पहुँचने से ग्रामीण अर्थव्यवस्था पर अच्छा असर पड़ा है। इसने रोजगार की चिंता से मुक्त करने के साथ ही ग्रामीणों की क्रय-क्षमता भी बढ़ाई है। प्रदेश भर में काम कर रहे मजदूरों की संख्या मई महीने के आखिरी में 25 लाख 27 हजार पहुंच गई है। अप्रैल के आखिरी में यह संख्या 15 लाख 74 हजार तथा मार्च के आखिरी में 57 हजार 536 थी। अभी प्रदेश की 10 हजार 155 ग्राम पंचायतों में कुल 44 हजार 964 कार्य चल रहे हैं। इनसे मौजूदा लॉक-डाउन में ग्रामीण जन-जीवन में आया ठहराव दूर हो गया है।
