मनरेगा: हॉट-स्पॉट क्षेत्रों को छोड़कर बाकी इलाकों में शुरू होंगे काम.. आदेश जारी..

रायपुर– छत्तीसगढ़ में कोविड-19 के संक्रमण की संभावना वाले हॉट-स्पॉट क्षेत्रों को छोड़कर शेष इलाकों में मनरेगा के अंतर्गत सिंचाई विस्तार, जल संरक्षण और जल संचय के काम प्राथमिकता से शुरू होंगे। पंचायत एवं ग्रामीण विकास मंत्री टी.एस. सिंहदेव के निर्देश पर विभागीय प्रमुख सचिव गौरव द्विवेदी ने इस संबंध में सभी कलेक्टरों और जिला पंचायतों के मुख्य कार्यपालन अधिकारी को परिपत्र जारी किया है। उन्होंने जिला एवं मैदानी अमले को स्थानीय परिस्थितियों का आंकलन कर सोशल डिस्टेंसिंग एवं कोरोना संक्रमण से बचाव के लिए आवश्यक सुरक्षा मानकों का पालन करते हुए मनरेगा कार्यों का क्रियान्वयन सुनिश्चित करने कहा है।

लॉक-डाउन और कोविड-19 के नियंत्रण के उपायों के बीच ग्रामीणों की आजीविका की सुरक्षा के लिए मनरेगा कार्यों के क्रियान्वयन हेतु केन्द्रीय ग्रामीण विकास मंत्रालय द्वारा नए दिशा-निर्देश जारी किए गए हैं। नए दिशा-निर्देशों के अनुसार सोशल डिस्टेंसिंग का पालन करते हुए और मुँह-चेहरे को ढँककर ही मनरेगा कार्यों का मैदानी क्रियान्वयन किया जा सकता है। लॉक-डाउन अवधि में सिंचाई विस्तार और जल संरक्षण के कार्यों को प्राथमिकता के आधार पर शुरु करने के निर्देश दिए गए हैं।

शासन-प्रशासन द्वारा नए कोविड-19 हॉट-स्पॉट क्षेत्रों का चिन्हांकन किए जाने पर उन इलाकों में ये कार्य नहीं किए जाएंगे। पंचायत एवं ग्रामीण विकास विभाग ने केन्द्रीय ग्रामीण विकास मंत्रालय द्वारा जारी इन नवीन दिशा-निर्देशों के साथ ही राज्य शासन द्वारा समय-समय पर जारी दिशा-निर्देशों का भी कड़ाई से पालन के निर्देश कलेक्टरों एवं जिला पंचायतों के मुख्य कार्यपालन अधिकारी को दिए हैं।

प्रमुख सचिव ने परिपत्र में कोरोना वायरस के संक्रमण से प्रभावित हॉट-स्पॉट क्षेत्रों को छोड़कर अन्य क्षेत्रों में सिंचाई विस्तार, जल संरक्षण और जल संचय के कार्यों को प्राथमिकता से लेने के निर्देश दिए हैं। इन कार्यों में फीडर कैनाल, डिस्ट्रीब्यूटर कैनाल, माइनर व सब-माइनर कैनाल जैसे सिंचाई सुविधा बढ़ाने के निर्माण कार्य तथा विभिन्न प्रकार के व्यक्तिमूलक व सामुदायिक चेक-डेम, सिंचाई कूप, गली प्लग, डबरी, मिनी परकूलेशन टैंक, रिचार्ज पिट एवं वाटर एब्सॉरप्शन ट्रेंच जैसे जल संरक्षण के निर्माण कार्य शामिल हैं।

परिपत्र में कहा गया है कि इन कार्यों के साथ ही महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम-2005 की अनुसूची में वर्णित जल संरक्षण, जल संचय तथा सिंचाई सुविधा विकसित करने के अन्य कार्यों को शुरू किया जा सकता है। सिंचाई और जल संरक्षण कार्यों में केन्द्र एवं राज्य सरकार की अन्य योजनाओं का क्रियान्वयन मनरेगा कार्यों के साथ उपयुक्त रुप से किया जा सकता है।
