रायपुर– मुख्यमंत्री भूपेश बघेल ने रेल मंत्री पीयूष गोयल को पत्र लिखकर कोविड-19 के संक्रमण से नागरिकों की सुरक्षा और बचाव के लिए सावधानी और सुरक्षात्मक उपायों के साथ देश में ट्रेनों का संचालन प्रारंभ करने के संबंध में कई महत्वपूर्ण सुझाव दिए हैं। श्री बघेल ने पत्र में लिखा है कि श्रमिक स्पेशल ट्रेनों की भांति ट्रेनें प्वाइंट टू प्वाइंट अर्थात स्टेट टू स्टेट चलाई जाए। यात्रियों का एक-दूसरे से सम्पर्क नियंत्रित करने अधिकतम दो स्टाॅपेज रखे जाए और सोशल डिस्टेंसिंग की दृष्टिकोण से यात्रियों की संख्या निर्धारित क्षमता से कम रखी जाए। उन्होंने रेल मंत्री से संकट की इस घड़ी में मानवीय आधार पर यात्रियों को सभी श्रेणी के किराए में रियायत देने का आग्रह भी किया है।
मुख्यमंत्री ने पत्र में लिखा है, कि इस समय पूरे देश में कोरोना वायरस (कोविड-19) के संक्रमितों की संख्या में लगातार वृद्धि देखी जा रही है। छत्तीसगढ़ सरकार द्वारा इस महामारी के रोकथाम एवं संक्रमण से बचाव हेतु कारगर उपाय किए गए हैं। जिसके परिणाम स्वरूप राज्य में महामारी के फैलाव को रोकने में अब तक सफल हुए हैं। इसी बीच आपके द्वारा 01 जून 2020 से देश भर में 200 ट्रेन चलाए जाने संबंधी निर्णय लिए जाने की जानकारी प्राप्त हुई है। प्रभावी उपायों एवं दिशा निर्देशों के बिना ट्रेन संचालित करने से संक्रमण फैलने की आशंका बढ़ गयी है। महामारी से उत्पन्न इस विषय परिस्थितियों को देखते हुए नागरिकों की सुरक्षा और देश में सामान्य स्थिति निर्मित किए जाने हेतु काफी सावधानी एवं सुरक्षात्मक उपायों के साथ ट्रेनों का संचालन किए जाने की आवश्यकता है।
सीएम ने रेल मंत्री से अनुरोध किया है कि श्रमिक स्पेशल ट्रेन संचालन के संबंध में जो व्यवस्था निर्धारित की गई है, उसी के अनुरूप ही ट्रेनों को प्वाइंट टू प्वाइंट अर्थात स्टेट टू स्टेट चलाया जाए। ट्रेन का अधिकतम 02 स्टाॅपेज ही रखा जाए, जिससे कि यात्रियों का एक-दूसरे से सम्पर्क नियंत्रित हो सके। सोशल डिस्टेंसिंग के दृष्टिकोण से ट्रेन में यात्रियों की संख्या निर्धारित क्षमता से कम रखी जाए। इससे यात्रा कर रहे व्यक्तियों के उचित तरीके से स्क्रीनिंग करने में मदद मिलगी। यात्रा के क्रम में चेन पुलिंग जैसी घटनाओं को रोकने हेतु चेन पुलिंग को डिसेबल किया जाए। चेन पुलिंग को किसी भी स्थिति में अनुमति न दी जाए तथा सख्त कार्यवाही की जाए।
मुख्यमंत्री ने पत्र में लिखा है कि भारत सरकार स्वास्थ्य मंत्रालय एवं गृह मंत्रालय द्वारा समय-समय पर जारी दिशा निर्देशों के अनुसार गन्तव्य पर पहुंचने के पश्चात ट्रेन में सफर करने वाले नागरिकों की स्क्रीनिंग, क्वारेंटाइन, यातायात आदि का प्रबंधन राज्यों के लिए चुनौतिपूर्ण कार्य है। अतएव ट्रेन छूटने के तत्काल बाद यात्रा करने वाले नागरिकों की सूची, मोबाइल नम्बर, आधार नम्बर, पता इत्यादि विस्तृत विवरण राज्यों को उपलब्ध कराना सुनिश्चित करें, ताकि राज्य सरकारों द्वारा आवश्यक व्यवस्था किया जा सकें। ट्रेन से आने वाले सभी नागरिकों को 14 दिन के क्वारेंटाइन में रहना अनिवार्य किया जाए। लाॅकडाउन के परिणाम स्वरूप उत्पन्न परिस्थितियों को देखते हुए मानवीय आधार पर सभी श्रेणी के किराया में कमी करते हुए यात्रियों को रियायत भी प्रदान किया जाए।
श्री बघेल ने पत्र में उम्मीद जताई है कि उपरोक्त सुझावों को अमल में लाते हुए एवं अन्य जरूरी बेहतर व्यवस्था के साथ 01 जून 2020 से ट्रेन संचालन की कार्यवाही की जाएगी।
