रायपुर– नोवेल कोरोना वायरस (कोविड-19) के संक्रमण की रोकथाम के लिए लागू लॉकडाउन से उत्पन्न परिस्थितियों के कारण छत्तीसगढ़ के बाहर अन्य राज्यों में फंसे प्रदेश के श्रमिकों तथा अन्य लोगों को लगतार वापसी जारी हैं। मुख्यमंत्री भूपेश बघेल की पहल एवं निर्देशन पर राज्य एवं राज्य के बाहर फंसे लगभग 3 लाख लोगों को त्वरित राहत पहुंचाई गई है। साथ ही प्रदेश के श्रमिकों को वापस लाने के लिए राज्य सरकारों से समन्वय कर 45 ट्रेनों की सहमति प्रदान की गई हैं।
श्रम मंत्री डॉ. शिवकुमार डहरिया ने बताया, कि भवन एवं अन्य सन्ननिर्माण कर्मकार कल्याण मण्डल द्वारा प्रवासी श्रमिकों को वापस छत्तीसगढ़ लाने के लिए स्पेशल ट्रेन के लिए विभिन्न रेल मण्डलों को श्रमिकों के यात्रा व्यय के लिए आवश्यक राशि का भुगतान किया जा रहा है। वर्तमान में 34 हजार 284 यात्रियों को 23 ट्रेनों से वापस लाने के लिए एक करोड़ 99 लाख 58 हजार 360 रूपए का भुगतान किया गया है।
राज्य सरकार इसके अलावा लॉकडाउन के कारण श्रमिकों एवं अन्य लोगों को जो छत्तीसगढ़ राज्य के सीमाओं पर पहुंच रहे है एवं राज्य की ओर से गुजरने वाले सभी श्रमिकों के लिए नाश्ता, भोजन, स्वास्थ्य परीक्षण एवं परिवहन की निःशुल्क व्यवस्था ने श्रमिकों कोे काफी राहत पहुंचा रही है। मुख्यमंत्री श्री बघेल के निर्देश पर छत्तीसगढ़ के सभी सीमाओं पर पहुंचने वाले प्रवासी श्रमिकों को, चाहें वो किसी भी राज्य के हो, उन्हें छत्तीसगढ़ का मेहमान मान कर शासन-प्रशासन के लोग उनके हरसंभव मदद कर रहे है।
मंत्री डॉ. डहरिया ने बताया कि लॉकडाउन से उत्पन्न परिस्थितियों के कारण देश के अन्य राज्यों में फंसे छत्तीसगढ़ के 2 लाख 51 हजार 867 श्रमिक तथा 22 हजार 168 अन्य लोगों इस तरह कुल 2 लाख 73 हजार 935 लोगों ने अब तक वापस अपने गृहग्राम आने के लिए राज्य शासन द्वारा जारी लिंक के माध्यम से ऑनलाईन पंजीयन करवाया है। उन्होंने बताया कि शासन द्वारा अन्य प्रदेशों में छत्तीसगढ़ के संकटापन्न प्रवासी श्रमिकों को वापस लाने के लिए लगभग 45 ट्रेनों की सहमति राज्य सरकार द्वारा प्रदान की गई है। भवन एवं अन्य सन्निर्माण कर्मकार कल्याण मंडल द्वारा 34 हजार 284 श्रमिकों को छत्तीसगढ़ वापस लाने 23 ट्रेनों के लिए विभिन्न रेल मण्डलों को लगभग 2 करोड़ का भुगतान किया गया है। अब तक 15 ट्रेनों के माध्यम से लगभग 22 हजार प्रवासी श्रमिकों को वापस लाया जा चुका है। वाहन एवं अन्य माध्यमों से अन्य राज्यों में फंसे लगभग 83 हजार 172 श्रमिक सकुशल अपने गृहग्राम लौट चुके है। छत्तीसगढ़ में अन्य राज्यों के फंसे हुए लगभग 30 हजार से अधिक श्रमिकों को उनके गृह राज्य भेजा गया है। इसके अतिरिक्त छत्तीसगढ़ के भीतर ही 11 हजार से अधिक श्रमिकों को एक जिले से अपने गृह जिला तक पहुंचाया गया है।
छत्तीसगढ़ के 2 लाख 51 हजार 867 प्रवासी श्रमिक सहित तीन लाख से अधिक लोगों को जो देश के अन्य राज्यों में होने की सूचना मिलने पर उनके द्वारा बतायी गई समस्याओं का त्वरित निदान करते हुए उनके लिए भोजन, राशन, नगद, नियोजकों से वेतन तथा रहने एवं चिकित्सा आदि की व्यवस्था उपलब्ध कराई गई है। इसके साथ ही श्रम विभाग के अधिकारियों का दल गठित कर विभिन्न औद्योगिक संस्थाओं, नियोजकों एवं प्रबंधकों से समन्वय कर (राशन एवं नगद) आदि की व्यवस्था भी की जा रही है। प्रदेश के 26 हजार 102 श्रमिकों को 36 करोड़ रूपए बकाया वेतन का भुगतान कराया गया है। लॉकडाउन के द्वितीय चरण में 21 अप्रैल से शासन द्वारा छूट प्रदत्त गतिविधियों एवं औद्योगिक क्षेत्रों में लगभग 98 हजार श्रमिकों को पुनः रोजगार उपलब्ध कराया गया है। वहीं छोटे-बड़े 1246 कारखानों में पुनः कार्य प्रारंभ हो गया है।
