रायपुर– मुख्यमंत्री भूपेश बघेल ने कहा, कि राज्य के अंदर आर्थिक गतिविधियों के संचालन के निर्णय का अधिकार राज्य सरकार को मिलना चाहिए। उन्होंने यह बात आज प्रधानमंत्री नरेंद्र मोदी से वीडियो कॉन्फ्रेंसिंग से हुई चर्चा के दौरान कही। उन्होंने कोरोना वायरस की रोकथाम और राज्यों में आर्थिक गतिविधियों के संचालन तथा श्रमिकों एवं ग्रामीणों को रोजगार मुहैया कराने के संबंध में महत्वपूर्ण उपयोगी सुझाव दिए। मुख्यमंत्री ने कहा कि कोरोना संक्रमण को लेकर रेड, ग्रीन और ऑरेंज जोन के निर्धारण का दायित्व राज्य सरकारों को दिया जाना चाहिए। श्री बघेल ने कहा कि रेल सेवा शुरू होने से वर्तमान स्थिति में बदलाव आएगा। मुख्यमंत्री ने कहा कि रेगुलर ट्रेन और हवाई सेवा, अंतर राज्यीय बस परिवहन की शुरुआत राज्य सरकारों से विचार विमर्श कर किया जाना चाहिए। उन्होंने श्रमिकों के परिवहन के लिए एसडीएमआरसी मद से राशि व्यय किये जाने की अनुमति देने का भी सुझाव दिया। वीडियों कांफ्रेंसिंग में अन्य राज्यों के मुख्यमंत्री भी उपस्थित थे।

मुख्यमंत्री ने कहा कि कोरोना संक्रमण और लॉकडाउन के चलते राज्य में आर्थिक गतिविधियां प्रभावित हुई हैं। जिससे राजस्व की हानि हुई है। तालाबंदी से समाज के आर्थिक रूप से कमजोर वर्ग को सबसे अधिक नुकसान पहुंचा है। मुख्यमंत्री ने राज्य का वित्तीय घाटा भी इस वर्ष अपवाद के रूप में जीएसडीपी का 5 प्रतिशत के बराबर रखे जाने तथा उधार की सीमा जीएसडीपी के 6 प्रतिशत तक शिथिल करने का आग्रह किया। उन्होंने छत्तीसगढ़ राज्य को 30 हजार करोड़ रुपए की सहायता दिए जाने का भी आग्रह किया। मुख्यमंत्री ने कहा कि प्रधानमंत्री केयर फंड में छत्तीसगढ़ राज्य के औद्योगिक संस्थानों द्वारा बड़ी राशि दान दी गई है। इस संकट की घड़ी में छत्तीसगढ़ के जरूरत मंद लोगों को राहत पहुंचाने के लिए यह राशि राज्य को अंतरित की जानी चाहिए। उन्होंने कहा कि छत्तीसगढ़ धान का कटोरा है। धान यहां की प्रमुख उपज है। एफसीआई द्वारा राज्य से 24 लाख मैट्रिक टन चावल लिया गया है, उन्होंने इसे बढ़ाकर 31.11 लाख मैट्रिक टन किए जाने की अनुमति देने का भी आग्रह प्रधानमंत्री से किया। मुख्यमंत्री ने स्वास्थ्य कर्मियों की तरह पुलिस, नगर निगम, जिला प्रशासन एवं अन्य विभागों के अधिकारियों कर्मचारियों को भी पीएम गरीब कल्याण पैकेज में शामिल करने का आग्रह किया। मनरेगा के तहत 100 दिन के रोजगार दिए जाने का प्रावधान 200 दिन करने का आग्रह करते हुए मुख्यमंत्री ने कहा कि लॉकडाउन की वजह से छत्तीसगढ़ राज्य में लाखों की संख्या में ऐसे श्रमिक हैं, जो 100 दिन का रोजगार पूरा करने की स्थिति में आ गए हैं। इसमें बढ़ोतरी किए जाने से उन्हें मई और जून माह में भी गांव में ही रोजगार उपलब्ध कराया जा सकेगा। कोरोना संक्रमण की टेस्टिंग के लिए आईसीएमआर की गाइडलाइन के अतिरिक्त और भी टेस्टिंग की गाइडलाइन जारी करने का अनुरोध उन्होंने किया। मुख्यमंत्री ने छत्तीसगढ़ राज्य के कोल ब्लॉकों से कोयला मंत्रालय भारत सरकार द्वारा जमा कराई गई 4 हजार 140 करोड़ रुपए की अतिरिक्त लेवी की राशि माननीय सुप्रीम कोर्ट के निर्णय के अनुसार राज्य सरकार को अंतरित करने का आग्रह किया। मुख्यमंत्री ने कहा महामारी की रोकथाम के लिए केंद्र और राज्य सरकार को मिलकर काम करना होगा, तभी इसमें सफलता मिलेगी। उन्होंने छत्तीसगढ़ में कोरोना वायरस महामारी से लड़ने में सहयोग के लिए भारत सरकार तथा अन्य राज्य के मुख्यमंत्रियों का भी धन्यवाद ज्ञापित किया। श्री बघेल ने छत्तीसगढ़ के मजदूर जो लॉकडाउन दौरान अन्य राज्यों में फंसे थे, उस अवधि में उनकी मदद के लिए सभी राज्यों के मुख्यमंत्रियों का भी आभार जताया।

मुख्यमंत्री ने बताया, कि छत्तीसगढ़ राज्य में वर्तमान में कोरोना के 6 मरीज हैं। राज्य में कुल 59 मरीज थे, जिसमें से 53 मरीज स्वस्थ होकर अपने घर लौट चुके हैं। छत्तीसगढ़ राज्य में रिकवरी रेट 90 प्रतिशत से अधिक है। अब तक राज्य में 25 हजार 282 कोरोना वायरस टेस्ट किए जा चुके हैं। राज्य में 24 हजार 605 लोग को क्वारेंटीन किया गया हैं। उन्होंने कहा कि छत्तीसगढ़ राज्य के श्रमिकों को वापस लाने के लिए आज पहली ट्रेन गुजरात से आई है। आने वाले सभी श्रमिकों का स्वास्थ्य परीक्षण किया गया। उन्हें क्वॉरेंटाइन में भी रखने की व्यवस्था राज्य सरकार ने की है। छत्तीसगढ़ राज्य में ग्रामीण क्षेत्रों में 16 हजार 499 और शहरी क्षेत्रों में 623 क्वारेन्टाइन सेंटर बनाए गए हैं। उन्होंने बताया कि राज्य सरकार ने पूर्वानुमान लगाकर काम किया है, यही वजह है कि छत्तीसगढ़ राज्य में कोरोना वायरस का फैलाव नियंत्रण में रहा है। उन्होंने कहा कि राज्य के औद्योगिक क्षेत्रों में कामकाज शुरू हो चुका है। इसकी बदौलत इनके 91 हजार 997 श्रमिकों को रोजगार मिल रहा है। मुख्यमंत्री ने यह भी कहा कि राज्य सरकार ने छत्तीसगढ़ के मजदूरों को वापस लाने के लिए कुल 28 ट्रेनों की अनुमति मांगी थी। जिसमें से 15 की स्वीकृति मिली है। श्रमिकों, छात्रों, बीमार व्यक्तियों को अन्य राज्यों से छत्तीसगढ़ लाने का पूरा खर्च राज्य सरकार वहन कर रही है। उन्होंने बताया कि छत्तीसगढ़ राज्य के लगभग एक लाख 24 हजार मजदूर अन्य राज्यों में है, जब कि छत्तीसगढ़ में अन्य राज्यों के मजदूरों की संख्या लगभग 35 हजार है।

मुख्यमंत्री ने छत्तीसगढ़ राज्य में मनरेगा के तहत ग्रामीणों को मिल रहे रोजगार के बारे में भी प्रधानमंत्री को जानकारी देते हुए बताया कि पूरे देश में मनरेगा के तहत 24 प्रतिशत की भागीदारी छत्तीसगढ़ राज्य की है। राज्य की 9 हजार 883 ग्राम पंचायतों में वर्तमान में 20 लाख से अधिक ग्रामीणों को उनके गांव में ही रोजगार उपलब्ध कराया जा रहा है। उन्होंने यह भी बताया कि किसानों की मदद के लिए राजीव गांधी न्याय योजना के अंतर्गत 5100 करोड़ रुपए की राशि का वितरण राज्य सरकार द्वारा शुरू किया जा रहा है। उन्होंने लघु वनोपज संग्रहण के बारे में भी जानकारी दी और कहा कि छत्तीसगढ़ और लघु वनोपज संग्रहण के मामले में देश का अग्रणी राज्य है। लघु वनोपजों के कुल संग्रहण का 90 फीसदी हिस्सा छत्तीसगढ़ में संग्रहित हुआ है। संग्रहण कर्ताओं को 28.07 करोड़ रूपए से अधिक की राशि का भुगतान किया जा चुका है। वन विभाग के विभिन्न योजनाओं में कुल 6 लाख 42 हजार 949 वनवासियों को रोजगार भी प्रदान किया है।

इस अवसर पर स्वास्थ्य और पंचायत एवं ग्रामीण विकास मंत्री टी. एस. सिंहदेव, गृहमंत्री ताम्रध्वज साहू, मुख्य सचिव आर. पी. मंडल, पुलिस महानिदेशक डी. एम. अवस्थी, मुख्यमंत्री के अपर मुख्य सचिव सुब्रत साहू, सचिव स्वास्थ्य निहारिका बारिक सिंह, उप सचिव मुख्यमंत्री सचिवालय सौम्या चौरसिया सहित वरिष्ठ अधिकारी उपस्थित थे।
