लिपिक संघ ने कहा- तकनीकी कारणों से नहीं कटेगा एक दिन का वेतन, तनख्वाह मिलने के बाद डीडीओ या मुख्यमंत्री सहायता कोष मे ऑनलाइन जमा करें कर्मचारी

बिलासपुर– छत्तीसगढ़ प्रदेश लिपिक वर्गीय शासकीय कर्मचारी संध के प्रदेश अध्यक्ष रोहित तिवारी ने बताया की प्रदेश के सभी संगठनों, कर्मचारी अधिकारी फेडरेशन ने प्रदेश में कोरोना वायरस के बचाव व जरूरतमंदों की सहायता के लिए अपना एक दिन का वेतन ‘मुख्यमंत्री सहायता कोष‘’ द्वारा जमा करने की धोषणा की है किंतु तकनीकी कारणों से मार्च माह के वेतन देयक से एक का वेतन कटना संभव नहीं है। आॅनलाइन वेतन भुगतान व्यवस्था जब से लागू है तब से पृथक से वेतन काटना संभव नहीं है। इसलिए संध ने उक्त स्थति को स्पस्ट करते हुऐ बताया की जो अधिकारी कर्मचारी स्वेच्छा से मुख्यमंत्री सहायता कोष में दान करना चाहते हैं उन्हे वेतन प्राप्त करने के बाद अपने विभाग के डी.डी.ओं. के पास नगद जमा अथवा मुख्य मंत्री सहायता कोष मे ऑनलाइन राशि जमा कर सकते हैं।
छत्तीसगढ़ प्रदेश लिपिक वर्गीय शासकीय कर्मचारी संध के प्रदेश अध्यक्ष रोहित तिवारी ने बताया है कि संचालनालय, कोष लेखा एवं पेंशन इंद्रावती भवन द्वारा जारी निर्देश में प्रदेश के समस्त कोषालय अधिकारियों को मार्च माह पेड इन अप्रैल 2020 का वेतन देयक 4 अप्रैल 2020 तक ई-कोष में अपलोड करने हेतु निर्देशित किया है। सभी आहरण एवं संवितरण अधिकारियों को ‘‘साइवर ट्रेजरी साफ्टवेयर‘ में रिमोट लांगिंग के माध्यम से देयक तैयार करने की सुविधा उक्त निर्देश में वित्त विभाग द्वारा उपलब्ध कराई गई है। कोरोना वायरस कोविड-19 के संक्रमण को देखते हुए निर्देशानुसार माह मार्च पेड इन अप्रैल 2020 का वेतन देयक 4 अप्रैल 2020 तक ई-कोष में अपलोड करने सभी डी.डी.ओं. को निर्देशित कर संबंधित कोषालय अधिकारी देयक पारित कर तत्काल संबंधित अधिकारी कर्मचारी के खाते में जमा कराना सुनिश्चित करेगें। किंतु प्रदेश के अधिकारियों कर्मचारियों द्वारा उक्त् मार्च माह के वेतन से एक दिन का वेतन कटौती कर सहायता कोष में देने के निर्णय का पालन इसलिए संभव नहीं है। संध ने इस संबंध मे तदनुसार वेतन देयक से एक दिन का वेतन कटौती करना संभव नहीं है। आॅन लाइन देयक जमा करने पर कोषालय द्वारा देयक पर आपत्ति दर्ज की जा सकती है, क्योंकि शासनादेश भी नहीं है और वेतन पूर्ण रूप से ही आहरित होगा, कटौती संभव नहीं है। ऐसी स्थिति में संध ने अपील कीे है कि जो अधिकारी कर्मचारी इस महामारी आपदा में दान करना चाहते है, वे वेतन प्राप्त करने के बाद अपने विभागीय अधिकारी जो वेतन आहरण के लिए डीडीओं धोषित है उनके पास नगद जमा करें या स्वेच्छा प्रधानमंत्री व मुख्यमंत्री सहायता कोष में आॅन लाइन दान राशि जमा कर सकते है। ऐसा निर्देशित किया गया है।
रोहित तिवारी ने बताया, कि उनके संघ संस्थापक दादा चन्द्रिका सिंह और उनके स्वयं के आग्रह पर प्रदेश भर के लिपिकों ने सहायता कोष राशि मे वेतन देने पर सहमति प्रदान की है, कुछ साथियों ने ऑनलाइन अपना एक दिन का वेतन दे चुके हैं, शेष साथी अप्रैल माह मे वेतन मिलने पर स्वैच्छा से देंगे।
