विधानसभा निर्वाचन में वीडियोग्राफी के भुगतान में लाखों की गड़बड़ी का आरोप, आईजी से शिकायत

बिलासपुर– विधानसभा 2018 के निर्वाचन कार्य में वीडियोग्राफी करना एक युवक को महंगा पड़ गया, लोरमी के रहने वाले आशीष कश्यप ने आईजी को शिकायत की है, जिसके मुताबिक उसे वीडियोग्राफी का 33 लाख 10 हजार रु का भुगतान करने की बजाय दस्तावेजों में कांटछांट और हेरफेर कर दूसरे फर्म को 80 लाख 27 हजार का भुगतान कर दिया गया है, अब वह न्याय पाने भटक रहा है, बिलासपुर आईजी ने उसे मामले की जांच कर कार्रवाई का आश्वासन दिया है।

लोरमी में रहने वाले आशीष कश्यप की वहां के पुराना बस स्टैंड में ‘मां महामाया स्टूडियो’ के नाम से दुकान है, उसने विधानसभा निर्वाचन 2018 में जिला मुंगेली की वीडियोग्राफी का टेंडर लिया, उसके लिए उसके मोबाइल नंबर 9752612407 का चयन किया गया। जिसके बाद उसने सारी औपचारिकताएं पूरी की, और अनुबंध के तौर पर ₹50000 का बैंक ड्राफ्ट निर्वाचन विभाग के नाम जमा किया। जिसके बाद वीडियोग्राफी का कार्य पूरा किया, जिसके लिए निर्वाचन अधिकारी मुंगेली द्वारा प्रशस्ति पत्र भी उसे प्रदान किया गया है।

वीडियोग्राफी की भुगतान की राशि ₹3310000 का बना, जिसके लिए उसने मुंगेली निर्वाचन शाखा में उक्त राशि संबंधी बिल जमा किया है, लेकिन आज तक उसे भुगतान नहीं किया गया है। जिसे लेकर उसने मुंगेली निर्वाचन विभाग से जानकारी मांगी, तो उसे कहा गया, कि ऊपर से ही अभी राशि का भुगतान नहीं हुआ है, जब भुगतान होगा उसे पैसे दे दिए जाएंगे, परेशान होकर आशीष ने रायपुर मुख्य निर्वाचन विभाग के कार्यालय से जानकारी ली, तब पता चला, कि विधानसभा निर्वाचन 2018 जिला मुंगेली का भुगतान किसी अन्य व्यक्ति को कर दिया गया है। आशीष कश्यप के मुताबिक उसके दस्तावेजों में छेड़छाड़ कर आशीष को ‘महामाया फोटो स्टूडियो’ लोरमी के प्रोपाइटर महेंद्र द्विवेदी का कर्मचारी बताया गया है। जिनके माध्यम से जिला मुंगेली विधानसभा 2018 की वीडियोग्राफी करने की बात कही गई है। आशीष के मुताबिक अनुबंध से लेकर वीडियोग्राफी करने वाले युवकों के आईकार्ड तक सभी दस्तावेज उसके पास हैं।

आशीष का आरोप है, कि महामाया फोटो स्टूडियो लोरमी के नाम से एक फर्म है, जिसके द्वारा विधानसभा 2013 की वीडियोग्राफी की गई थी, इसलिए समान नाम का गलत फायदा उठाते हुए उसे टेंडर का दावा किया जा रहा है। आशीष ने निर्वाचन कार्य करने वाले कर्मचारियों पर आरोप लगाया, कि उन्होंने उक्त फर्म के संचालक से मिलीभगत कर दस्तावेजों में हेरफेर कर उसके सारे दस्तावेजों की जगह महेंद्र द्विवेदी का दस्तावेज संलग्न कर दिया गया है। साथ ही बिल भी बदल दिए गए हैं, उसने जो अनुबंध किया था, उसमें हस्ताक्षर है जिसे काटकर हस्ताक्षर कर दिया गया है।

इस मामले को लेकर आशीष ने राज्यपाल और मुख्यमंत्री को भी शिकायत की है, जिस पर जांच चल रही है, इस बीच आशीष के बिल 33 लाख 10 हजार की जगह अन्य व्यक्ति को 80 लाख 27 हजार का भुगतान कर दिया गया है। आशीष ने आज पूरे मामले की शिकायत बिलासपुर आईजी प्रदीप गुप्ता से की है, आईजी ने मामले की जांच कर कार्रवाई का आश्वसन दिया है।
