स्टेशन से लगे पहाड का अवैध खनन के मामले में अब तक नही हुई कोई कार्यवाही, खनिज विभाग ने मारा था छापा

कोटा– नगर के पर्यावरण को नष्ट करने का काम बेखौफ होकर चल रहा था जो सबके सामने था आते जाते सबकी नजर पढती थी लेकिन फेक्ट्री प्रबंधन इसे रेल्वे का काम और रेल्वे की परमिशन का झांसा देकर पहाडों को काटता रहा ।नगर में रेलवे के लिए स्लीपर बनाने के नाम पर रेलव ट्रेक के बाजू में लगभग बीस साल पहले रायल सीमा फैक्ट्रि ने काम शुरू किया था । उस समय ये जगह पर्यावरण के लिहाज से स्वर्ग था । चारों तरफ उंचे उंचे पहाड़ , पेड़ पौधे कोटा स्टेशन का नैसर्गिक सौंदर्य खुबसुरत बना रहे थे । लेकिन रायल सीमा फैक्ट्रि लगने के बाद पर्यावरण धीरे धीरे खराब होता गया ।स्थिति ये है कि शहर में हर तरफ खामोशी शोर है तो सिर्फ पहाड के चिरते सिने का बडी बडी पोकलैंड मशीनों से कई महिनों से बदस्तूर पहाड का अवैध खनन पाटिल ग्रुप करता रहा लेकिन खनिज विभाग इससे अनजान रहे जब नगर के कुछ लोग जागरूक नेताओ नें कलेक्टर से इसकी शिकायत की तब जाकर खनिज विभाग नें आंखे खोली और अवैध खनन पर 18 दिसंबर को छापा मारा और चार हाईवा जब्त कर कंपनी के खिलाफ छ ग खनिज अधिनियम के तहत प्रकरण दर्ज किया था।

रायल सीमा कब पाटिल इंफ्रास्ट्रक्चर हो गया पता नहीं । लोग आज भी इसे रायल सीमा ही कहते हैं फैक्ट्रि लगने बाद से उसने धीरे धीरे शहर के पर्यावरण को नुकसान पहुंचाना शुरू कर दिया और उसका खतरनाक परिणाम आज सामने आ रहा है

कुछ दिन पहले जिले से खनिज विभाग के कुछ अधिकारी आए फैक्ट्रि का दौरा किया और जांच में पाया कि यहां पहाडो को काटकर अवैध खनीज का परिवहन भी हो रहा है और अवैध खनन भी हो रहा है जिसपर फेक्ट्री के जीएम बलजीत सिंह से इस अवैध खनन की जानकारी चाही तो मैनेजर साहब प्रस्तुत नही कर पाए तो खनिज विभाग के सहायक अधिकारी अनिल कुमार साहू, खनिज निरिछक राहुल गुलाटी की टीम ने खनन में लगे चार हाईवा जब्त कर कंपनी के खिलाफ प्रकरण बनाया था तो वही फैक्ट्री के मैनेजर नें दस्तावेज प्रस्तुत करने की बात कही थी जिस पर खनिज विभाग नें 26 दिसंबर तक जवाब देने की तिथि निर्धारित की थी जिसका कंपनी ने आज तक जवाब प्रस्तुत नही किया है वहीं इस प्रकरण पर खनिज विभाग की मेहरबानी नजर आ रही है।

इसके पहले भी पहाडों को नुकसान पहुंचाने की शिकायत पर कोटा एसडीएम और नयाब तहसीलदार नें फेक्ट्री का मुआयना किया था और अवैध खनन के बारे में जानकारी चाही तो फैक्ट्री प्रबंधन नें गोल मोल जवाब देकर घुमाते रहे और अंत तक रेल्वे के परमिशन का दस्तावेज प्रस्तुत नही कर सके वही प्रक्रिया खनिज विभाग के साथ दोहराई जा रही है ।

डंके की चोट वाली कहावत यहां पर चरितार्थ हो रही है कि हमारा क्या होगा सही भी है खनिज विभाग अभी तक इन पर क्या कार्यवाही किया ? वही खनिज विभाग रेत मुरूम का परिवहन करने वाले ट्रेक्टरों पर ही तुरंत कार्यवाही और चलान हो जाता है

बहरहाल अब देखना होगा कि पाटिल इंफ्रास्ट्रक्चर पहाडों का अवैध खनन करने का दस्तावेज कब तक प्रस्तुत करता है और खनिज विभाग कब तक इनपर मेहरबान रहता है अगर कार्यवाही होती है तो क्या ?

इस पूरे मामले पर खनिज विभाग के अधिकारी- अनिल साहू का कहना था फैक्ट्री ने अपना जवाब तो प्रस्तुत किया है लेकिन फाईल साहब के पास है । एक खनिज इंस्पेक्टर फाईल का अध्ययन कर रहे हैं उनकी रिपोर्ट के बाद ही आगे क्या निर्देश होता है उस अनुसार कार्यवाही होगी ।
